Luanda -- Foreign Minister Téte António said Thursday in Luanda that Angolan Head of State João Lourenço was surprised by Qatar's initiative to bring together Presidents Paul Kagame of Rwanda and Felix Tshisekedi of the Democratic Republic of Congo (DRC) in Doha.
