(WBTW) -- Protesters from the small Marlboro County town of McColl were upset Thursday about Billy Stubbs not accepting the position of police chief and support Mayor Robert Outlaw, who says a $15,000 sign-on bonus and concerns from council members made Stubbs walk away.
