The old opposition between centralism and autonomy of sectional bodies: provincial, municipal and parish is repeated. National authorities tend, almost always, to want to lead, from their desks in ministries, from their planning boards, budget addresses, the realization of health works and services, education, ignoring needs in provinces, cantons and parishes.
