Fee Hike by Private Schools to Be Capped at 5 Pc Annually: Punjab CM Mann
The rule covers all fees and would require refunds from schools that raised charges more than 15% over three years, Mann said.
On Wednesday, Punjab Chief Minister Bhagwant Mann announced a new law capping annual private school fee hikes at 5 per cent, aiming to curb alleged exploitation by private institutions.
The policy follows the alleged suicide of 17-year-old Amjot Kaur, who died near Amritsar after facing severe mental harassment from her private school over approximately Rs 20,000 in pending fees.
Mann mandated that institutions which increased fees by over 15 per cent in the past three years must refund the excess amount immediately, with violations leading to potential cancellation of affiliation.
Federation of Private Schools and Associations president Jagjit Singh Dhuri argued the cap is impractical unless the state provides relief from various taxes and electricity charges to schools.
The government plans to introduce an ordinance within two days for passage in the upcoming Vidhan Sabha session, while also targeting practices like mandatory book purchases from specific shops.
