HORRY COUNTY, S.C. (WBTW) -- A man has been arrested in connection with a deadly Horry County hit-and-run last month, according to the South Carolina Highway Patrol. John Francis Seltzer, 61, was charged with hit-and-run involving death. He was booked into the J.
