A central Pennsylvania man was under the influence of a drug earlier this month when he crashed into a tree in Perry County, causing injuries that killed him weeks later, authorities said.Robert L. Kelley, 29, of Windsor, lost control of his car while driving south around 7:07 a.m. Sept. 11 on the 300 block of Red Hill Road in Howe Township, according to Pennsylvania State Police.
