UPDATE, 11 a.m.: The victim has been identified as Byron Starks Jr., 29, of Lafayette. Investigators said an unidentified vehicle was traveling northbound on the 1800 block of SE Evangeline Thruway in the outside lane, veered off the roadway to the right and hit Starks, who was walking on the outside shoulder with the flow of traffic. The driver showed no signs of impairment, and no arrest has been made. This crash is still under investigation. …
