WATERTOWN, NY  —  Michael R. Bailine, 60, of 27715 State Route 3, Watertown, was charged by Watertown police at 10:37 p.m. Friday, Aug. 29, at 1307 State St. with third-degree criminal tampering, a misdemeanor.
