Long odds for London to be part of 'nation-building' high-speed rail

While not a part of Prime Minister Mark Carney's first five "nation-building" major projects announced Sept. 11, Ottawa is committing to begin construction on high-speed rail between Toronto and Quebec City in the next four years.
