‘Liquor desert’? Four rural liquor stores in Utah have no operators because of state contract changes

The Department of Alcoholic Beverage Services will now require operators of rural liquor stores to cover sales transaction and credit card fees, which amounted to $326,000 last fiscal year. The change has led some operators to leave the business.
