Letter: Managed campgrounds cost less, more humane

It has come to my attention that it would be more cost-effective, while being more humane, for Chico to establish managed campgrounds instead of the very expensive sweeps of our unhoused encampments. Let’s save the city lots of money while offering dignity to our unhoused population.
