Kurdish militant official says Turkey has stalled peace talks, blaming a lack of reforms

- The conflict, which has claimed tens of thousands of lives since 1984, faces "precarious implications" from the impasse, with the PKK designated a terrorist organization by Turkey, the United States, and the European Union.
