WILLMAR — At the Kandiyohi County Fairgrounds in Willmar on Wednesday, it felt like the calm before the storm. Horse and cattle barns are all empty, for the moment. Same goes for the dairy building. Food vendors aren't here yet, and neither are the carnival rides. But next week, the fairgrounds will be packed for the Kandiyohi County Fair.
