Amendment 3 could cost taxpayers millions and do little to stop juvenile crime

A constitutional amendment that could expand the list of crimes for which juveniles could be tried for as adults may come with high costs and few benefits.

The above pictures show three teenagers aged 11, 12 and 15 riding around in New Mexico, United States. One of them waves a gun at the camera laughingly, and then they get a disgusting idea: “run the cyclist over, but at about 20 miles per hour.” Seconds later, the grandparents ram 63-year-old Scott Dwight Habermehl, who is on his way to work, off his bike. The teenagers flee laughingly, Scott does not survive the incident. ttn-39
