Japan Considers New Sanctions Package Against Russia, Including Shadow Fleet Vessels
On Friday, October 2, 2026, Japan announced new sanctions targeting 35 vessels linked to Russia's 'shadow fleet' and 33 companies, including cryptocurrency exchange Garantex, to curb sanctions evasion amid the ongoing war in Ukraine.
Japan's Foreign Ministry introduced these measures under the Foreign Exchange and Foreign Trade Act to disrupt logistics networks and sever Russian supply chains, continuing escalating economic pressure established in previous sanction cycles.
The sanctions restrict services including insurance, maritime transport, crew employment, and repairs for the 35 vessels, while requiring special authorization for financial transactions involving the 33 designated entities and nine individuals.
While restrictions took effect on October 2, 2026, contracts concluded before that date remain exempt if obligations are completed by November 1, 2026, according to the ministry's transitional rule.
These measures align with coordinated international efforts, arriving one day after the United Kingdom expanded its own sanctions targeting similar 'shadow fleet' vessels and Kremlin-linked networks to close operational gaps across multiple jurisdictions.
In particular, Japanese companies were prohibited from providing any services and from carrying out financial transactions with Russian tank vessels of the "shadow fleet".
Japan is introducing a package of sanctions against companies and individuals from Russia; for the first time, restrictive measures have been imposed on ships that Tokyo believes may be linked to the Russian Federation.
