Buffalo’s acting mayor, Christopher P. Scanlon, has announced Request for Proposals (RFP) for homebuilders to submit proposals to purchase and develop new affordable, owner-occupied housing on 51 city-owned parcels in the Hamlin Park and Masten Park neighborhoods.
