The European Union failed on Tuesday to secure the necessary majority of 15 member states, representing at least 65% of the population, to partially suspend scientific cooperation with Israel in retaliation for the humanitarian deterioration in Gaza.


The proposal emerged in response to the revision of Article 2 of the EU-Israel Association Agreement on Human Rights, which is the first concrete action Brussels proposes to the Council.
