India rape cases turn focus back onto women's safety
Activists say enforcement failures, long trials and low conviction rates have left tougher rape laws unable to deter sexual violence.

- Sweeping legal reforms enacted after the 2012 'Nirbhaya' case have failed to curb sexual violence despite tougher punishments. Criminal lawyer Shilpi Jain told AFP, "The problem is not in the law but with the people who are implementing it."
- India recorded an average of 80 rape cases per day in 2024, yet less than 10 percent of over 200,000 cases before courts were completed. An average case takes seven to eight years to resolve, according to official data.
- Women's rights activist Yogita Bhayana told AFP that society maintains a mentality blaming women for being out late. She said, "Nobody is working on the actual solution, which is the mindset change."
- Gender rights activist Poonam Muttreja stated that structural change beyond legislation is necessary to address root causes. She said, "Prevention must begin much before a crime is committed: in homes, schools, communities, digital spaces and police systems.
