Justice minister says lessons must be learned from on-the-run killer case
Phil Copple will lead the review, which will examine the decisions behind Anderson’s release after criticism from victims’ advocates and officials.
On Thursday, Justice Minister Naomi Long announced an independent review into the Compassionate Temporary Release granted to convicted murderer Gary Anderson, examining the decisions that led to his release.
Anderson, 29, was serving 15 years in prison for the 2023 murder of Karol Kelly in Derry when he absconded during compassionate leave to attend his father's funeral in Londonderry.
Arrested last week in County Donegal by Garda, Anderson remained unlawfully at large for more than a week. Long acknowledged the Kelly family felt 'let down' by the justice system.
Phil Copple, a former Director General of Operations in Prison and Probation Service, will lead the independent assessment. The Commissioner Designate for Victims and Witnesses of Crime Geri Hanna will provide advice on victim perspectives.
Long stated it is 'critical that the criminal justice system learns from the events' to 'avoid any retraumatisation of victims.' She pledged to update the Assembly on the review's findings.
