In the first reading, the State Duma adopted a bill increasing fines for not notifying the military registration and enlistment office about a change of place of residence.

Russia needs to adopt a law on universal military duty so that “everyone serves in the army, regardless of whether they are studying or not,” Viktor Sobolev, a member of the State Duma Defense Committee, told RTVI. He added that against the background of various threats, there is no need to limit ourselves to “half measures”.
