Immigration department not keeping up with demand for student visa probes: auditor

The audit found IRCC investigated only about 4,000 cases of 153,000 flagged for non-compliance with study permits, with many investigations inconclusive or cancelled.

  • Auditor General Karen Hogan's audit found Immigration, Refugees and Citizenship Canada launched only 4,057 investigations from 153,324 flagged student cases and revealed 'critical weaknesses' in the International Student Program.
  • After a surge in applications between 2019 and 2023, IRCC says it has funding to investigate about 2,000 cases annually through 2028 despite approving less than half the forecasted 348,900 permits in 2024.
  • Audit case files reveal about 1,400 investigated files confirmed compliant, 50 non-compliant, 915 cancelled investigations, 37 investigations still in progress, and more than 1,600 inconclusive cases.
  • Hogan's audit found IRCC did not follow up on 800 cases , a 'serious concern', with some approved for permanent residence and permit extensions.
  • The report recommends IRCC–CBSA data sharing after finding that only about 16,000 of 39,500 students with expired permits left Canada, out of 549,000 examined in 2024.
