Second international fugitive captured by ICE in Odessa
ODESSA, Texas (KMID/KPEJ)- Immigrations and Customs Enforcement said agents captured a wanted international fugitive in Odessa earlier this week. 25-year-old Cesar Ricardo Rodriguez-Villarreal, a Mexican national, was arrested for impaired driving, but in Mexico, he was wanted on a homicide and kidnapping charge.
