Groups Say Proposal Could Make It Impossible to Teach Kids to Surf

Groups that have been using San Diego’s beaches to expose kids to water-based activities are worried a new proposal may make it impossible to do that work.   The proposal is for a permit system that would set restrictions on groups that teach water-based activities like surfing, snorkeling and kayaking.
