The governing parties need the approval of one of the two opposition parties for the two-thirds majority required in part for the agreement on the reform of conscription presented at the Summer Council at the end of July. Up to now, however, there have been no concrete discussions with the Greens or the Liberals. ÖVP, SPÖ and NEOS have not yet completely resolved all detail issues within the coalition.
