The German Social Democrats (SPD) want to decriminalize fare dodging. Anyone who gets on a bus or train without a valid ticket should no longer be prosecuted in the future. The party calls it a necessary measure to spare poor people. But within the coalition and even within the SPD itself, the proposal is causing fierce division.
