[Independent (Kampala)] Gulu, Uganda -- The Ministries of Foreign Affairs and Finance Tuesday launched the Economic and Commercial Diplomacy (ECD) Strategy Handbook during the Annual Ambassador's Conference currently underway in Gulu.
