Japan Considers New Sanctions Package Against Russia, Including Shadow Fleet Vessels
On Friday, October 2, Japan added Russian cryptocurrency exchange Garantex Europe OU to its asset freeze list, requiring government permission for all payments and capital transactions with the designated firm.
This designation follows years of enforcement in the United States and the European Union, which previously sanctioned the exchange for facilitating money laundering and helping entities evade financial restrictions.
The new measures target 33 entities and nine individuals alongside 35 vessels identified as part of the so-called "shadow fleet," which officials said helps Moscow evade existing oil sanctions.
Payments and capital transactions with listed parties now require government permission, with the Ministry of Foreign Affairs notice allowing existing contracts to proceed only until November 1, 2026.
These restrictive measures aim to diminish Russia's earnings from crude oil exports while expanding prohibitions on goods that could contribute to the country's industrial and war-related capabilities.
In particular, Japanese companies were prohibited from providing any services and from carrying out financial transactions with Russian tank vessels of the "shadow fleet".
Japan is introducing a package of sanctions against companies and individuals from Russia; for the first time, restrictive measures have been imposed on ships that Tokyo believes may be linked to the Russian Federation.
