FTC sues ticket reseller, saying it illegally exceeded purchase limits for Taylor Swift, other shows

The Maryland-based reseller used thousands of fake accounts to buy nearly 380,000 tickets, including 2,280 for Taylor Swift concerts, reselling them for $64 million, the FTC said.

  • On August 18, 2025, the Federal Trade Commission filed a lawsuit against Baltimore-based Key Investment Group for unlawfully purchasing large quantities of tickets from Ticketmaster, including those for Taylor Swift concerts.
  • The lawsuit followed long-standing issues since 2016 involving brokers evading purchase limits by using multiple false or purchased accounts to amass large ticket quantities.
  • Key Investment allegedly circumvented Ticketmaster’s six-ticket purchase limit by using 49 separate accounts to acquire 273 tickets for Taylor Swift’s March 25, 2023 concert and earned over $1.2 million in profit from reselling a total of 2,280 Swift concert tickets between March and August 2023.
  • FTC Chairman Andrew Ferguson stated the agency will pursue those bypassing purchase limits and said this action sends brokers notice the secondary-ticket market violations will not be tolerated.
  • Key Investment calls the suit regulatory overreach and claims it misuses the BOTS Act against legitimate businesses, while the FTC's action signals intensified efforts to curb exploitative resale practices.
