U.S. Won’t Drop Digital Issues in Trade Talks: Former Negotiator
Steve Verheul says Canada should coordinate with the European Union and other allies as U.S. digital trade demands keep talks under strain.
On Monday, Canada's former chief trade negotiator Steve Verheul warned that digital sovereignty and the Online News Act remain persistent sources of trade friction with the United States.
The United States views policies targeting big tech companies as discriminatory, Verheul noted, and Canada's cultural exemption allows American retaliation if invoked to protect local content.
In August, Canada cut off the latest round of trade negotiations with the United States, citing American demands regarding Canadian content rules on streaming platforms as the primary obstacle.
To counter these pressures, Verheul suggested Canada must align more closely with allies like the European Union to build a united position on digital regulatory issues.
Because many of the world's largest digital companies are American, designing non-discriminatory policies remains difficult for Canadian officials navigating this regulatory landscape.
