- Last week, Roskomnadzor moved to restrict Telegram, saying it ignored 150,000 removal requests and that 150,000 fraud-related crimes occurred via the service, while slowing media transfers.

- Pavel Durov said Russian authorities restrict Telegram to force users onto MAX, which critics call a surveillance tool, while last week the Kremlin fully blocked Meta's WhatsApp.
- Telegram's widespread use is evident as its 93.6 million users in Russia rely on it, while the Yabloko opposition party applied to stage a March 1 rally following 2018 Moscow protests of more than 10,000.
