Florida secures nearly $1B in credits for Progressive auto insurance policyholders, DeSantis says
Florida's 2022-2023 litigation reforms cut expenses, allowing Progressive to issue nearly $1 billion in rebates, averaging $300 per policyholder, officials said.
- On Wednesday in Sarasota, Gov. Ron DeSantis announced that the state secured nearly $1 billion in credits for Progressive Insurance policyholders, joined by Michael Yaworsky, Florida Office of Insurance Regulation Commissioner.
- The state credits stem from litigation reforms passed in 2022–2023 that made it harder for plaintiffs' attorneys to collect large fees and adjusted statutes of limitations, lowering lawsuit incentives.
- For some 2.7 million Florida policyholders, Progressive Insurance will return an average rebate of $300, with payments expected as credits or checks in early 2026.
- DeSantis said other insurers may follow and could offer rebates by Jan. 1, while the Office of Insurance Regulation urged companies to proactively report profits and credits to OIR.
- The developments position Florida's market as more stable, with top five auto insurers averaging a 6.5% rate cut for 2025, covering 78% of the market, while 17 new insurers backed by over $574 million surplus enter and over 694,000 policies return to private insurers.
