Florida designates Muslim Brotherhood and CAIR as foreign terrorist organizations, DeSantis says
Florida blocks state contracts and funds to CAIR and Muslim Brotherhood, alleging ties to terrorism; CAIR plans to sue, citing constitutional violations and defamation.
- On Dec. 9, 2025, Florida Gov. Ron DeSantis signed an executive order designating the Council on American-Islamic Relations and the Muslim Brotherhood as foreign terrorist organizations, instructing state agencies to deny them contracts, employment, and funds.
- Following Texas Gov. Greg Abbott's action last month, DeSantis said the move targets alleged extremist ties and follows President Donald Trump's Nov. 24 order enabling such designations.
- CAIR is a 501 nonprofit founded in 1994 with 25 chapters nationwide, including CAIR Florida’s chapter in Tampa, Florida.
- CAIR and CAIR Florida announced immediate legal action, calling the order "unconstitutional and defamatory," and Hiba Rahim, CAIR Florida deputy executive director, said, `Your designation has no basis in law or fact`.
- DeSantis said he expects follow-on legislation when state lawmakers meet in the regular session starting in January and welcomed the lawsuit to pursue discovery and subpoenas, saying it's "statutory codification of how we handle different terror designations.
