Mayor Lee Harris plans to end solitary confinement in prison with executive order

MEMPHIS, Tenn. -- Shelby County Mayor Lee Harris announced plans to sign an executive order ending solitary confinement at the Shelby County Department of Corrections. Harris says he plans to switch to the United Nations Minimum Standards for the Treatment of Prisoners, or the Mandela Rules.
