FCC Initiates Process to Ban Hong Kong Telecom in US

The FCC cited national security risks from Hong Kong Telecom’s ties to China Unicom, following similar bans on Chinese state-linked telecom firms, FCC said.

  • On Wednesday, the U.S. Federal Communications Commission initiated proceedings to potentially bar HKT Trust and HKT Ltd and subsidiaries from interconnecting with American networks and sent HKT International an order to show cause why its authorizations should not be revoked.
  • FCC Chairman Brendan Carr said the agency acts to prevent `CCP-controlled entities` that pose national security risks, citing Hong Kong Telecom's affiliation with China Unicom .
  • Market reaction showed HKT's revenue concentration as Hong Kong Telecom shares fell more than 5% and PCCW slipped 3.6% in Thursday trading, with HKT accounting for about 90% of group revenue.
  • Under Carr, the FCC has widened efforts to expel Chinese state-linked carriers, previously targeting China Telecom, Pacific Networks and ComNet, while China Unicom lost U.S. network access in 2022.
  • The action comes amid mounting U.S.-China tensions and U.S. President Donald Trump's trade war escalation, while Beijing paused deals tied to Li Ka-shing after CK Hutchison's port stakes transfer to a BlackRock-led consortium.
