Nearly 20% of Chester County's 385,856 registered voters were affected by the omission, requiring provisional ballots and an extension of voting hours to 10 p.m.

WEST CHESTER — Chester County Commissioners addressed the countywide election glitch during a public meeting on Wednesday.
