The CJEU states that granting a Cabify or Uber permit for 30% of taxis, which is the one established by Spanish legislation, is not in accordance with European regulations. The judgment responds to an appeal against regulations in the metropolitan area of Barcelona. VTCs in Andalusia will not be able to stop or circulate without customers in urban centers
