Estonian state-owned company refuses to produce wind electricity at a cheap price

Enefit Green, which is 77.2 percent owned by Eesti Energia and thus the Estonian state, pointed out in its February review that if the price of electricity is too low, they simply will not produce electricity with wind turbines, even though wind turbines have been erected and could be used to provide consumers with a cheap price.
