England’s Local Roads Need £18.6 Billion and 12 Years for Full Repair
Only 51% of England's local roads are in good condition, requiring £18.6 billion and 12 years to restore, despite recent funding increases, Asphalt Industry Alliance says.
- On release, the AIA found England's local road network needs £18.6 billion and 12 years for full repair, with only 51% in good condition.
- The AIA said extra investment has failed to deliver 'noticeable improvements' despite 2025/26 funding rising to nearly £1.6 billion and highway budgets up 17%.
- Over the last year, councils filled 1.9 million potholes while the AIA's annual Alarm survey shows resurfacing frequency averages once every 97 years and freeze–thaw damage below 0C forms many potholes.
- A Department for Transport spokesperson said funding rose with 15% more pothole-prevention works in 2025, but Edmund King and Colin Brown warned much more must be done to reduce risks.
- A total of £7.3 billion has been pledged for up to 2029/30, but Mr Giles said local authority highway engineers see funding as helpful yet 'not the silver bullet' to clear the backlog soon.
