Tallinn Mayor Jevgeni Ossinovski believes that the state should come to the rescue in renovating apartment buildings in the capital by covering the co-payments of pensioners and low-income residents. According to him, only 5% of apartment buildings in Tallinn that need major repairs have been renovated, and the pace is shamefully slow.
