24% rise in parking tickets issued to UK drivers by private firms, data shows, amid delays over code of conduct

UK private parking tickets reached 4.3 million in one quarter, costing drivers nearly £4.8 million daily; government regulation efforts face legal and consultation delays.

  • Between April and June 2025, the number of parking fines issued by private firms in the UK rose by 24% compared to the same period the previous year.
  • The increase occurred after the planned implementation of a new industry code of practice, which was meant to begin by the end of 2023, was postponed.
  • Government figures reviewed by the RAC Foundation and the Press Association revealed that just over 4.3 million parking tickets were issued during this period, averaging around 48,000 each day.
  • Steve Gooding of the RAC Foundation acknowledged that while some drivers are at fault, the sector predominantly generates substantial profits for companies involved.
  • The government plans to enact a private parking code to cap fines at £50, ensure fair appeals, and remove aggressive language, aiming to stamp out unfair charges and improve industry standards.
