Desired population: draft law has been completed, allowing settlements to limit immigration

According to the government, small settlements must protect their image and prevent people from moving in. The draft law gives local governments a lot of leeway, allowing them to decide what to consider when allowing people to move in, and they can even make exceptions for entire groups "without violating human dignity or unjustified discrimination."
