GRAND FORKS Cory Powell was all set to sign a lease agreement with South Towne Square Mall when he learned more about North Dakota winters. The day before the Utah resident was to sign in March, the roof collapsed at the mall, which was later deemed a dangerous building by the city of Grand Forks.
