How can one “buy back” what one never owned in the first place? (“Gun buybacks: One step toward peace in Baltimore,” Sept. 9) What a ridiculous name for the process of buying broken, unwanted, inoperable, worthless guns, and to honestly think this reduces violence even one whit is pure folly.
