I have the same situation with my brother-in-law. He's deaf mute, he doesn't have an interpreter at the clinic where he's going to be treated, DTOP to get a learning license, medical plan; but they arrested him and the police without being able to tell him his rights to the law looked at. He lacks all the help. My brother-in-law needs a person who can attend to his affairs.
