According to the ECJ, hand luggage is not an extra service. Nevertheless, several airlines only allow one mini-packet at no extra charge. Consumer protectors want to put a stop to this cost trap.
The Federal Association of Consumer Centres has brought an action against several airlines for charging hand baggage charges.

The German Federation of Consumer Centres speaks of "unauthorised" hand baggage charges and files lawsuits against Easyjet, Wizz Air and Vueling Airline.

From the point of view of the consumer centres, airlines are obliged to carry adequate hand luggage at no extra cost. Their allegation: Airlines deceived passengers who had to pay on it.
A small piece of hand luggage is usually included in the price, for more customers have to pay on it with some airlines. This violates current law, monetize consumer protectors and take legal action against it.
