Competition Watchdog to Investigate Meta Terms for Publishers and Businesses
The regulator is examining whether Meta’s proposed terms would force thousands of UK businesses to accept unfair conditions over content use for AI tools.
On Friday, the Competition and Markets Authority launched an antitrust probe into Meta over commercial terms the company sets for businesses on its platforms, investigating whether the terms breach competition law.
Meta's proposed terms, which were set to take effect today, would have allowed the company to use publisher content for artificial intelligence without businesses getting an opt-out choice.
Sarah Cardell, CMA boss, said the regulator acted swiftly after hearing concerns that the terms could "amount to an unlawful imposition of unfair trading conditions." Danielle Coffey, CEO of the News Media Alliance, said the terms "cannot be allowed to be implemented on Oct. 30."
Meta has paused the rollout while consulting with stakeholders. Daniel Roberts, Meta spokesperson, denied allegations, stating, "There are no grounds for a competition investigation."
The CMA investigation falls under Chapter II of the Competition Act, assessing whether Meta holds a dominant position in relevant UK markets. Initial information gathering runs from October 2026 through January 2027.
