City of Rockford works to give "middle" neighborhoods more attention

ROCKFORD, Ill. (WTVO) — The City of Rockford and the Region 1 Planning Council developed a Livable Communities Initiative (LCI) to focus on improving "middle" neighborhoods in the area.
