Two decades ago, Pagėgiai was called the smuggling capital of Lithuania, but today the situation has fundamentally changed - there are almost no attempts to smuggle cigarettes across the border with Russia. However, smuggling as a phenomenon has not disappeared and is changing its form: cigarettes reach the region from Belarus, through Latvia, etc.
