Chinese military researchers tap US AI models to train defence systems: Reuters

The papers show Chinese military-linked researchers are capturing reasoning traces from U.S. models to build cheaper systems for surveillance and battlefield use.

  • On Friday, July 31, Reuters revealed Chinese military researchers used outputs from OpenAI and Anthropic models to train domestic systems, according to a review of more than 80 academic papers and patents advancing China's defence capabilities.
  • Military institutions employ 'model distillation,' a technique where outputs from powerful AI systems train smaller, specialized models deployable on local hardware without the massive computing resources required to build frontier AI from scratch.
  • Jamestown fellow Sunny Cheung analyzed over 60 papers, finding Chinese scientists systematically capture reasoning steps from Western models for surveillance and cyber warfare. "Teaching a model the right answer is one thing but teaching it the reasoning behind the answer is much harder," Cheung said.
  • Researchers at the PLA National University described using distillation to shrink image-processing models for unmanned aerial vehicles, enabling drones to analyze live video and support targeting decisions in real time even when communications are cut.
  • While researchers examine distillation as a potential security risk, industry experts note these models remain less capable than their teachers. Trevor Koverko, co-founder of AI data company Sapien, stated these systems do not achieve "independence from frontier AI.
