Chinese cyberattacks on Taiwan infrastructure averaged 2.6 million a day in 2025, report says

Taiwan's energy and hospital sectors saw the largest increase in daily cyberattacks by Chinese hacker groups, with over half exploiting software vulnerabilities, NSB reported.

  • On Sunday, Taiwan's National Security Bureau released a report saying China launched 2.63 million intrusion attempts daily in 2025, a six percent rise from 2024.
  • The NSB said China's cyber army timed operations with military and political coercion, peaking around President Lai Ching-te's first anniversary and Vice President Hsiao Bi-khim's Europe trip.
  • Named hacker groups carried out operations using four major tactics, including exploitation and DDoS , with BlackTech, Flax Typhoon, Mustang Panda, APT41, and UNC3886 involved.
  • The report found the energy sector saw a 1,000% increase and emergency rescue and hospitals faced a 54 surge, with at least 20 ransomware cases targeting major hospitals last year across nine primary sectors.
  • To bolster defenses, the NSB convened dialogues with more than 30 countries and conducts joint investigations into malicious relay nodes, while Indo‑Pacific cybersecurity agencies, NATO, and the European Union identified China as a primary threat last year.
